It's a certain ID that is making the noise.
On the Pro-95 the following are the rules:
Conventional:
Open = Hear everything on every frequency you programed in the bank.
Closed = Hear only what you have programed taking into account PL or DCS programmed and lock-out is effective. (While scanning, in manual mode none of that works.)
Trunked:
Open = Hear all talkgroups, whether programmed or not, programmed ones will display the alpha tags associated with the ID (assuming you entered one.)
Closed = Hear all programmed talkgroups in active ID banks which are not marked as locked out.
You should never hear any control channel noise when scanning in a trunked bank if the radio was programmed correctly as a Pro-95 is a control channel only radio which means if finds the appropriate CC and sits there until it goes to a voice channel to let you hear audio.
