IIRC, they went full encryption about a year ago. Perhaps somebody from Virginia can confirm that.

Look at the "Mode" column. Where you see a capital "E" that means full-time encryption. A lower case "e" means part-time encryption.
By encryption, we are saying that no scanner can decode what is being transmitted.

They went encrypted further back than I thought. It was July 2, 2018. See:

Fire is open to receive for Richmond, Henrico, and Chesterfield except for one talkgroup on the Richmond system. There is no reason you are receiving dispatch only unless the other talkgroups are not programmed. You should have service types Fire Dispatch, Fire Tac, Fire Talk, EMS Dispatch, EMS Tac, and EMS Talk enabled in the profile to receive all of the Fire and EMS talkgroups.. Only the Dispatch service types are enabled by default. If you programmed the talkgroups manually without the Tag, Custom 1 service type should be enabled also.

Pretty much all local law enforcement in the Richmond area is encrypted. Most of the stuff along I-64 is encrypted.
Newport News is the only exception on I-64 that isn’t encrypted full time
Well, how far are we extending the I-64 reference? I-64 goes east and west of Richmond, and there are counties to the west of the Richmond area that are not currently encrypted.

Norfolk, Chesapeake, Virginia Beach PD's are not encrypted. I don't know how long VB will remain that way however. In the other direction, Charlottesville/Albemarle County is not encrypted yet. Neither is Augusta County.

Yeah, southside hampton roads is unencrypted except Isle of Wight.
