When you get a low percentage that is a good indicator that you are quite far from what you are trying to listen to, they aren't running lots of power, on the bad side of a hill or mountain or have a quite a bit of foliage attenuating signal strength, or don't have a very good antenna hooked up to the radio. The supplied rubber duck antenna is a good antenna, but not for some systems. You need a quality antenna mounted as high as is practicable outdoors and in the clear to receive good solid signals.

Do some home work on this site about base antenna's. I did and learned alot. Bought a Discone and is working really good for myself. Look at the WIKI link and then under scanner antenna's. As for mobile I bought a RS mag mount for my truck. Just so you know I too have dead spots here and there but, I pick up more than just with the rubber duck with the mag mount.
