Its is selective calling. This is used by ARINC who provides commercial communications for international flights. Selective calling allows pilots to pay more attention to flying with out constant monitoring of communications. Every aircraft equipt with SELCAL has its own unique id when a ground station needs to call that aircraft the use the SELCAL tones to " alert the crew" to incomming communications.
