HFD radio system in the news again

Did anyone see the news this evening? It showed that the city council wants to know why the HFD radio system still isn't working correct. The radio system was mentioned in a communication failure when a mayday went out and resulted in a horrible day for HfD.
Is the HFD radio system that bad? I don't monitor them because everything is mostly encoded.

That story is kind of vague. Without knowing all the facts it's hard to say if the radio system is to blame or a violation of protocol that is trying to be covered up. RIT was obviously in place since they were able to make the distress call. What I am curious about that is very unclear is if aerial attack was underway while an interior attack was taking place. If so, then that might answer some of the questions.
