I've programmed my xts5000 VHF with all my frequencies and every thing but I can't seem to hear any of the departments near buy , what's gives???

And yes I have them programmed for receive only

So if I have all the frequencies , pl tones and nac's will I be able to listen to my local police departments on my Motorola xts5000 VHF two way radio even if their encrypted???
