Does anyone know who dispatches Highland Park PD? I see a thread from 2014 saying they have their own dispatch which I see on mpscs but I"m seeing this also in DPD in mpscs. The reason I ask is that I hear nothing from their "channel" when I have it locked in, unless they are encrypted but the database doesn't show that they are. TIA
