Highlands County

My parents live in the City of Sebring in Highlands County. Before they moved back to NY then back to Sebring a year later Highland County was on a UHF Analog System.
I see they are now on Polk Counties P25 System. Before he goes and purchases a 436/536, is Highlands County Sheriff and Fire Encrypted?

since it is just p-25 you could go with the 396xt
but if he travels around a lot the go with the 436 and gps
