Highlands Ranch UHF Frequencies

I stumbled across the following licence in the FCC ULS: WPMW287. It is licenced to the Highlands Ranch Metro District and gives them permission to use the following frequencies:
453.325
453.725
458.325
458.725
460.475
465.475

Does anybody know what the Metro District is using these for? I was guessing Water/Sanatation or some other public works purpose.

Eligibility:
90.20 - APPLICANT WILL USE SYSTEM TO CONTROL PERSONNELL AND EQUIPMENT

It's super exciting, they are the public works for Highlands Ranch. Be sure to add the priority when you program them in.
