I was through Wichita yesterday and noted an ongoing conversation on USCG marine channel 22. They were either a surveillance operation of some kind or just bootleggers. I couldn't listen long enough to tell which. The only clear thing was that they weren't Coast Guard. Civilians aren't supposed to use that channel. Just something to listen for if you're in Wichita.
