Does anyone know where I can get the locations/areas of districts 1 through 4?

If you are talking about Hills. Co SO they are as follows
District-1: North
District-2: NorthEast-SouthEast
District-3: NorthWest {From Tampa City limits to Pinellas Co Line}
District-4: SouthWest {Hwy-41 area from the expressway down to Manatee Co line}
