Hiway Police vs State Patrol?

Friend of mine is programming his scanner for an x-c trip.

He ran across the fact that Arkansas State Patrol and State Police have different areas and talkgroups listed in AWIN.

I tried a cursory search to find the answer but didn't come up with anything.
The state page gives an agency choice for Transportation Dept and State Police. But AWIN definitely has two different groupings of TGs.

Are these the same agencies or are they different? If they are different, what does each do?

(I haven't encountered this situation programming anyplace else yet.)

State Police are basically traffic enforcement (speed, accidents, etc.)

Highway Police are weight enforcement, DOT regs, etc.

The ASP is all major law enforcement for the state, not just highway patrol. The ASP handles criminal investigations (CID), Narcotics, Crimes Against Children, as well as the usual highway patrol duties. AHP handles DOT enforcement of traffic and commercial laws. The two agencies often work together in mutual aid. ASP also assists municipalities and county LEA's. Many times they make domestic calls, and work "local" accidents when "local" agencies are busy. ASP handles primary Highway Patrol duties so you would be wise to monitor them, but AHP is pretty busy and interesting to monitor also.

In other states the agencies that do what AHP does are usually called CVE (Com. Vehicle Enf.), DOTE (DOT Enf), etc...

Yeah, I was just trying to give the quick overview. Not a detailed list of who is doing what. that info can be found in the DB. But milf is right, they do all those things.

In Arkansas the Hiway Police are the guys that check large trucks for weight/safety etc. and the Arkansas State Police are the guys who hide behind the billboard signs to get you.

They don't have to hide any more, there are enough stupid drivers in a big hurry who are willing to risk a ticket to get where they are going 60 seconds sooner.

Oh, the Highway Police will write you a speeding ticket if they catch you. They don't even care if you are a legislator! Just ask the state senator who got a ticket for doing 90 and then tried to get the AHP officer fired for writing it. Didn't work. Lost her seat in the senate the next election when the voters found out she was trying to get even with the AHP for the ticket by slashing their budget.
