Hogsback (HoRi) or Pow Wow (PoWo)

On the WyoLink website the PoWo site shows up where Radio Reference lists the Hogsback site. Isn't Hogsback supposed to be just SW of Big Piney? I programmed in Hogsback, thinking it's around Big Piney and nothing is received. Maybe the information in RR is actually for PoWo and not HoRi? According to the WyoLink site PoWo isn't supposed to be 'active' until 2012. If there really is a Hogsback site near Big Piney, what are the frequencies?
