If anyone has read my post 'programming broward TRS' then you probably know that I have been experiencing problems getting the system to work properly. That problem has been resolved, but now I am having an issue with the hollywood radio system. The voice is distorted very badly so it is impossible to understand what the person on the radio is saying. The transmissions also come in broken. Reception can't be an issue because I live in Hollywood. I am also occassionally hearing a static digital transmission.

The digital card is inserted and enabled. The frequencies and talkgroups came from the radio reference database and I double checked the entries before programming. I entered only the two control channel frequencies and set the hollywood bank up as T2 800 plan 1. I haven't seen any messages in the forums or database mentioning that hollywood is using encryption. Anyone have a solution for this new problem?

This indicates you have one of the Uniden digital scanners.
1) Look in the manual for the section "APCO P-25 Sound Quality Fine Tuning" and adjust accordingly.
2) Attenuate the CC's, you may be overdriven because of proximity.

I have attenuated the two control channels, but that has not resolved the problem. I am unable to find anything in the manual about sound quality fine tuning.

I believe on another forum, you indicated that you had a 250D, look for APCO P-25 Sound Quality Fine Tuning under APCO Project 25 Reception in the Contents pages. It's on page 70 in the 785D Manual.

I found that page, but the thing is it doesn't state how to adjust the audio quality as far as a menu option. This is the system information taken from the database for the system I am having audio problems with:

Analog and APCO-25 Common Air Interface
CT: 97.3

I reprogrammed the scanner with all the frequencies for the radio system and enabled the attenuator on all frequencies, but it hasn't resolved the problem.

The scanner has already been programmed with all frequencies and talkgroups and has been setup as a Type 2 800.

You don’t adjust using the menu.
You will need at least one active VC in the bank when you Press TRUNK in step 1 below, otherwise the scanner will lock you on the CC when you press TRUNK.

During a conversation on a Voice Channel.
1. Press TRUNK
2. Press and hold 9
The Display should change to...
SOUND QUALITY****During voice, this should change to the ID
XXX,XXXX NFMThis should be the VC when you pressed TRUNK in step 1 and alternate NFM & P-25 during Voice
Low Mid Upp
0533 1985 3342These are default

BTW, I just adjusted mine to read
0083 1985 3792 and got the same symptoms you are experiencing, so my bet is yours should be adjusted. And I get similar results near the other extreme.

For better Sound Quality rotate the VFO up or down. As the threshold adjust in 50 at the bottom of the screen watch the Sound Quality level increase or decrease and continue to rotate the VFO until you have achieved the lowest Sound Quality Level.

Press E when changes sound best.

Note: This change in Sound Quality will affect all other P-25 signals in that same band (VHF, UHF or 800).

Thanks for the information. Apparently, the manual that I have does not include instructions for changing the audio quality. I found the information in the manual online at the uniden page. The system is now working properly.
