Hi buf
Welcome to Radio Reference
Can you verify what database version is on your HP-1?
From the scanner's main menu, select Advanced Menu
Then from the 'Advanced Menu' screen, select Version Information (you may need to use the 'down arrow' at the bottom of the display to scroll to get to this)
The Current Firmware version is 2.04 (the previous version, 2.03, is reported to work better on some specific systems, but that would not affect your ability to hear the system).
The current Database version is 03/24/2013.
Be sure that you've downloaded the most current database. You need to have Sentinel (the software) version 2.02 (Revion 4). You can check the version in the Help->About drop down menu.
The system you are apparently trying to hear is this one:
Winnebago County Public Safety Trunking System, Oshkosh, Wisconsin - Scanner Frequencies
Based on comments in this
thread in the
Wisconsin forum, it appears that agencies are converting to the new digital system, but a number of the new talkgroup ID's have yet to be submitted and/or entered in the database. Until that is done, the Home Patrol-1 (and for that matter, the GRE PSR-800) would not receive those unreported ID's until the RadioReference database is updated, and the scanners get that on the next weekly run. However, you can work around that on the HP-1. I don't own the PSR-800, but believe it may be possible there as well.
For the Home Patrol:
Once you have the current database (03/24/2013), then add the Winnebago County system to a favorites list. Once you have it there, then change the system (in the Favorites list; you can't change the main database) to "ID Search". That will get you the already reported talkgroups, with their text tags. For talkgroups that are active, but not in the list, you'll just see the ID. Make a note of who it is. Use the record function, if need be, so that you can go back & listen again for unit #s, street or city names, etc, that will help you identify who's who. See this
thread on making the change to "ID Search".
As you identify new talkgroups, you can add them using the Favorites list. See
here. Create your own text tags, based on the city, agency, usage, you've determined. Be sure & submit confirmed new talkgroups to the database. Use the 'Submit' button on the Winnebago system
page to do that.
