Also make sure the Service Types are enabled and the you might increase the distance as well.

Keep in mind the antenna connector on these radios can also be damaged easily so make sure it is picking up other traffic as well.

Maybe it's encrypted, or a type you can't receive.

You gave us no info. so anything you get back is just a guess.
