It means DoD is afraid that it won't be able to deploy sufficiently advanced technology to keep up with the FAA. Probably a legit concern as Congress has not been very reliable with funding.

Which doesn't do much if they are cause they don't use any form of ADS-B over the NTTR/NNSS/Nellis Range 99.9% of the time. Even Janet kills their transponders once they're in restricted air space.
