Looks like 2015.

ETA...Looks like the original was in 2005 with a change in 2015.

155.400 is Rockwall Co. EMS.

This was the old TAC TEAM NARCOTICS TASK FORCE channel used by the 33rd. judicial district drug task force which has been long disbanded. The 155.3100 is also no longer used.

155.400 can be used by anyone, no frequency is exclusive and the distance between Sulphur Springs and Rockwall is great enough that there would be no interference even if it was being used.
