I think they are on their own MOT trunked system. You are talking about the Downtown jail right? I think the system may be digital too.

Houston City Jail is probably low tech like the Harris County Jail:
Intercom and Telephone.
They may also use one of the direct channels, probably Ch 8, and Special Ops, as necessary.

You must be thinking about the Federal Detention Center in downtown Houston. It's a UHF P-25 digital trunked system...
