Houston Keymap Software?

New to scanning and even though I'm really enjoying it I'm still trying to figure a lot out. Everything from the details of the operation of the scanner to how to interpret what I am hearing. Does Houston PD and other emergency services use Keymap software? If so, how do I get a copy? I constantly hear references to Key Map pages and I can't imagine they are flipping through the old fashioned books. Thanks for your help.

Look for Houston Keymap
GIS Map overlay file
it may be in city website
it should be a file *.kml file
then look at how to open a .kml file
