It is LTR Trunking. They are most likely empty. All slots don't have to be filled. In a city with as many listeners and hobbyists as Houston, I am sure if there were more frequencies being used on site 1, we would know about it. Typical LTR systems only have 5-10 repeaters active out of twenty possible.
