Motorola points out the City of Houston chose in October 2013 not to renew a service contract.

So who really knows what the status of the infrastructure and end user radios are at this point.

I don't see a problem with this if as some have said on other forums, the city has their own in house support team. If that team has train the trainer for Astro 25 core, subscriber maintenance and CPS, and if that support team is comprised of competent technicians and system analysts, then there isn't anything they cannot do for less than paying Motorola.

And Motorola is supposed to know exactly how well or not well the infrastructure has been maintained? Motorola can't take the blame for something that they are not responsible for unless there were known deficiencies during time of acceptance in 2013.

Of course it is in their best interest as an equipment supplier to identify the root cause, but if no problem is found with the end user equipment and it's found to be infrastructure related the city must take the blame.
