Just curious how wide-area BOLOs are handled in New Hampshire. Is there a similar setup like to BAPERN or WMLEC in New Hampshire?

Varies by where you are...
many of the Counties will do/coordinate the BOLO as they [YMMV] are dispatching for much of the area.

then you have the NHSP who to put stuff out on the LPS North 155.9100 and LPS South 156.0900

What about Rockingham/Hillsborough counties. Many are dispatched on their own while some are dispatched by the county?

They use a system called "SPOTS" (I forget what the acronym means) to communicate information about BOLO's to all Law Enforcement in New Hampshire. That's also how they run license, plate, warrant, and NCIC checks; as well as some communications between centers. From there, the communications center follows its policies to broadcast the information to its field units.

There is also an emerging system called MutualLink that will allow voice comms between centers at some point in the future. It is all done on-line, but also allows a component to tie to a center's radio system. I don't know too much about that system yet or how it will be used. "Info" will still likely go through SPOTS for the foreseeable future.

In Carroll County, I've heard many verbal BOLO's dispatched to the surrounding Departments (in Carroll County) on the Carroll County Sheriff Department frequency (154.8600).

SPOTS - State Police Online Terminal System. BOLO is manually typed into the system and sent to whatever agencies they want to broadcast it. It will pop up on the SPOTS screen of the receiving agencies. They will typically specify what type of BOLO it is, ie: “stop and ID”, “stop and hold”, “stop and check welfare”, etc.

State Police On-Line Telecommunications System (SPOTS) aka their NCIC/NLETS connection

but by the time you type up an "AM - aka Teletype message" it could be put out over the radio quicker for wider distribution

From many a summer in Grafton County, I know that Grafton and Belknap would put out the BOLO's
and if needed NHSP would on the North/South LPS

NHSP Troop F broadcasts BOLOS on LP North because there are some PDs in the north country still monitoring that channel. I believe it is more of a "how we've always done it" mindset versus a necessity. LPN and LPS could be used for better purposes (such as a statewide hailing channel).

MutualLink has a three year contact with the state to provide their multi-format interop platform. Supposedly you can share video, documents, phone calls, and radio resources on their cloud based software solution. It doesn't allow for routine 24/7 channel sharing, as it's a one-for-one connection. It's interesting, but is no replacement for the local dispatch center tie-ins to the statewide ASTRO25 core, where channels could be monitored and shared 24/7/365.
