Go to arrl.org. At the top of the page is a tab labeled 'Licensing'. That has all the information you need to start.

Are you asking who do you talk to?

Go here: ARRLWeb: Exam Session Search
Put in your zip code and search for the exams in your area. Call one of the club members and get some direct advice from them. Most VEs love helping potential new hams and will go out of their way for you.

Then you can get a study guide and/or study online. There are many sites and programs where you can take practice tests as well.

Here are the FAQ from the ARRL web site: ARRLWeb: Where Do I Start?

Where are you located? Many of the Radio Reference members are also HAM's. Someone might jump in with an offer to help/study. If you live in my area, I would be glad to get you started.

I would suggest you contact the Hastings Amateur Club or go to your local emergency management agency
