It's been a while since I programmed one manually. It is far faster and easier to use programming software. I use Butel ARC500 Basic. Since you are a premium subscriber, you will be able to download programming directly from the Radio Reference database using the software. Doing it manually, first you need to program a P25 Auto trunked system. A trunked system needs at least one site. For you, the best site is Avalon in Livingston County.

The MOSWIN system has the Highway Patrol and Interop talkgroups as well as other statewide and local agencies. You will need troops A, B, and H for Livingston and the surrounding counties. Likewise, you will need the statewide, A, B, and H regional interops.
