I cannot imagine that each police frequency has someone's scanner connected to the internet. And I would not think that all of these police departments willingly stream their radio audio over the internet.

What is the backbone of this system? How does this work?

Well.....its done by volunteering. These feeds are from individuals that have there own personal scanners and radio reference gives them the software to connect there scanners through a pc to the internet and it allows them to stream live audio

Thank you for your help.

In a nutshell each 'feed' is someones scanner connected to RadioReference through the internet.

This feed is then 'shared' via RadioReferences servers to all the listeners.
