here in Alameda county at the time of dispatch if the bc is rolling
on a call the everyone get a tac channel.
i was told that the verdugo BC only asks for a tac channel ones he
has a incident dose anyone know there procedures

It depends on the type of call, the response required and whether other agencies have a major fire going or not (Verdugo Fire dispatches for multiple cities). Most of the time, it appears that they will remain on Red 1 or the dispatch channel for a single engine response including first aid dispatches. A larger response for a "Building fire" involving several engine and truck companies usually will get assigned to a tac channel at dispatch, usually Tac 2, no matter what the agency is, (Pasadena, Burbank, Glendale, etc).
At times while not having originally being assigned to a tac channel, the BC will request one upon arrival and sizing up the incident.
Again, from my monitoring, I live in Burbank, most dispatches will leave the assignment on Red 1 or assign them to Red 2. Only if another agency has a major fire going and is already using Tac 2, will another Tac be used.
