How is 453.9375 used at TDCJ?

There are several licenses for this frequency for TDCJ:WPLR539,WPLR541,WPLR543-WPLR545,WPLR547,WPLR549,WPLR550,WPLR553.They are used at smaller state jails.I found them looking in they counties section from the FCC site.(One Example- http://www.radioreference.com/modules.php?name=RR&action=fcc&cs=WPLR549 ) My question is what is this used for?.... Are they used for alerting staff if a certain area is penetrated by unautherized personell? From the ULS website page license: "90.19A - THIS FACILITY IS A STATE PRISON. THIS RADIO IS USED TO NOTIFY CORRECTIONS OFFICERS OF A BREACH OF PERIMETER SECURITY, WHICH COULD LEAD TO A PERIMETER ESCAPE. SYSTEM REQUIRED BY THE FACILITY SECURITY SYSTEM." If a security breach is broken what type of signal & where is it sent? I dont think that they are used for two way communication because there are only 1 or 2 mobiles listed at each location & they are low power.Another note is that the Goree Unit is listed as a control point & many of the locations are hundreds of miles away from the Goree unit in Huntsville. Would it be worthwhile to listen to if I was close to where this freq is used?

The control point is the radio shop on almost, if not all, TDCJ licenses. 453.9375 is a telemetry data simplex frequency used to alert the radio picket or control picket, whoever has the fence status board, of a serious tension pull or break on the perimeter fence. Many units have a 12-16 foot outer fence AND a 10-12 foot inner fence with a transmitter-enabled post that measures tension on the wires every 20-30 yards. The inner fence is set back 8-10 feet from the outer fence, and the innerside of the outer fence is stacked with concertina razor wire.
