One of the things that I have done in the past, but I haven't done just lately, is program the whole VHF/UHF band plan with a specific PL/DPL or NAC code and then scan for activity. Sure, we have Search modes, but often times there can be inter-modulation, mixing and front end overload of the receiver. So, if I program:

166.5000-173.2000 and 173.4000-173.9875 with NAC Code 167, I won't hear the intermod noise, but I should hear legitimate radio traffic there, IF it is in the clear and using that NAC Code!

Sadly that would be a bad thing here, as we do have Multiple users within Range sharing the same Frequencies.

I find it best to just sweep, linger to make sure it is not a false hit [latency within the scanner itself] and get multiple hits
