It will be a very local issue with a scanners sensitivity. If you measure it's sensitivity and do that while you connect it to an antenna then most scanners loose sensitivity and some will go into intermod at stronger signals. If you have no strong local transmitters then a scanner might work fine that have a high sensitivity but that usually also comes with intermod and de-sense kicking in earlier. So it will depend on your local RF situation how a scanner performes and it's impossible to say that one scanner are better than another, as it will be unique to each user.
