I asked a NOAA guy how 100 year flood plains were determined, he admitted he didn't know.
I've lost track of the number of 100 year flood levels that have been exceeded in the last few years. I don't think anyone is taking into account how much more runoff we have due to the huge increase in concrete and asphalt covering our planet with our population growth.
In TV production we say just setup a color calibration chart, someone will walk between it and your camera.

if you are ever stranded on an island you should bury a piece of fiber...a backhoe will show up shortly to cut it.
