How to program BC246T

Hi, I bought a BC246T scanner and cannot figure out how to program it. I downloaded the Arc246 software. I live in Decatur, Il. I bought the scanner on Ebay and it was programmed for another state. I deleted everything in it and I am lost on how to get it programmed for this area. Any help you can give me will be greatly appreciated.

You can go to Mark's Scanners and use the easy to program 246....By hand after turning it on press "menu", scroll backwards to "NEW SYSTEM", press "E" and choose Motorola, Conventional etc, press "E"..As the menu's come up in each system after naming, etc follow the menu to continue to create the system, group, and channels within the group...Once done and you get the hang of it...
