Quick-call is two-tone paging (industry-standard fire paging).
It can be set in two modes - normal squelch with alert (called OR muting), or tone-controlled unsquelch (called AND muting)
OR - The radio hears normal traffic as usual. If the dispatch encoder transmits a pair of tones programmed into the radio for alerting, the radio alerts with beeps and an LED flash.
AND - The radio does not unsquelch for normal traffic and remains muted. If the dispatch encoder transmits a pair of tones programmed into the radio for alerting, the radio alerts with beeps and an LED flash, and unsquelches to receive all following normal traffic until reset.
The tone sequences put in are the same as those entered into a Minitor-style pager.
You will need a tone decoder if you don't have any idea what tones your trying to program in. Some scanners have a tone decoder in them. Some tones may be found online that others found sometimes on the radio reference wiki or forums. If not you can find the tones by either asking someone that knows for the particular frequencies you want to hear in quick call or use a tone decoder on scanner or other method. There is several out there. I forget off head what I use to use but a simple search of tone decoder will work in google. If you have a smart phone there is a cheap nice little app called radio id. It will decode star and mdc ids that are not muted on your radio. It will also give quick call 2 tones from the audio it detects. It is pretty good and simple. You would get that app and open it. Have your scanner or radio on with csq or proper pl/dpl in analog and let the radio I'd app detect the ids and tones when they are paged out.
Tone based paging is not CTCSS and is not functionally related.
I know the ctcss for the frequencies, but I have 6 channels and there are only 4 slots for tones. What should I do?

I'm not trying to be a smart***, I'm just trying to assess your knowledge level to know what to explain. I should assume it's fairly high if you're programming active duty radios for a fire department... but I need to know where to start explaining. If you're fuzzy on pager operation in general (and the theory behind it), we've got a lot of bringing-you-up-to-speed to do before you should be programming a portable for on-duty fire alerting.
Just load the codeplug up for a 1250 or minitor v and see what tone sets it has programmed. Then program them to the ht1000. Some words of advice though... If you don't know the difference in two tones and ctcss tones you probably shouldn't be programming radios used for life safety.

It's been a while with the HT1000 RSS (and I don't have dosbox/RSS on this computer), but I think you just set A and B as your two-tone pair (just the same as a minitor), and C as a long tone if you need a long tone. You then set the channel to Quik-Call squelch and config appropriately. If you have a service monitor or other tone encoder available, test it with unused page tones.

I downloaded the radio id app. If the app shows that we use 4 tone outs do I put them in for a, b, c, and d on the RSS?
Thanks to allEach dispatch will utilize pairs of tones. Typically, the first tone is about one second long, and the second will be three to five seconds long. With a Minitor, the pager beeps or vibrates for the duration of the second tone. Example: The first tone could be 648.7 Hz, and the second tone could be 1028.4 Hz. (These are just random numbers, which might not be valid QC tones.)
Minitor 3 and later models can have multiple tone sets programmed in. My department has our old tones, our current duty tones, our all call tones, and the county's weather alert tones. The "Off Duty" function is used, to control which sets of tones make the pager alert.
Sine you have the PPS, I suggest loading up the profile for your department, and getting familiar with it.
