How to start a PM with a member?

Hello,
This is KD9TED, I'm a new member to this site.
Anyway I was wondering how to start a private message with another member, when I click on the avatar there is no button to click, neither is there if I click my PM tab in the upper right hand corner.

Is site like another forum I belong to where you have to have been a member for a certain amount of time and have a certain amount of posts?
Or is it a subscriber only feature?
