Doesn't matter, most are and the few that aren't soon will be so set your bandwidth to narrow and forget it.

What frequency is it? A few services will remain wideband.
Look at the FCC license data and see what they are licensed for.
Compare the audio levels to a known wideband station like a NOAA weather station. If the audio is way lower than a known wideband station then it is narrowband.
Measure the deviation with a service monitor. (Most people can't do that)

Sometimes you can't tell. A wideband radio may only put out 2.5 kHz or less deviation if it isn't adjusted properly or the user is too far from the micrphone. A narrowband radio may put out more than 2.5 kHz deviation if it isn't adjusted properly.
