How to use the Tone-Out-Standby on a BCT15X

Can someone help me out with the standby Tone-Out-Standby. I put in the frequencys, and tones. When it scans and if the town I assigned it to tone off or alert me for doesn't alert? How does this work???

You can't scan and use the tone out alert at the same time. It's one or the other.
