Yes and No
You can use the 'EZ-Grab' feature of FreeScan to make programming your scanner - assuming it's one that FreeScan works with and you have the correct cable - 'easy.' The program won't "recognize" you until you become a premium subscriber. If you become a premium subscriber to RR, downloading frequencies and related data such as TGIDs becomes even simpler.
If, however, you really meant upload frequencies [to RR], you don't need FreeScan to do that. The 'expired in 1969' reference is an artifact related to how Windows calculates time and dates. When you get everything set, that will go away.
