if i subscribe to this radio referance will i be able to use freescan to upload frequncies and will freescan reconise me as being a paid member i have downloaded freescan already but it tells me expired in 1969

Yes and No

You can use the 'EZ-Grab' feature of FreeScan to make programming your scanner - assuming it's one that FreeScan works with and you have the correct cable - 'easy.' The program won't "recognize" you until you become a premium subscriber. If you become a premium subscriber to RR, downloading frequencies and related data such as TGIDs becomes even simpler.
If, however, you really meant upload frequencies [to RR], you don't need FreeScan to do that. The 'expired in 1969' reference is an artifact related to how Windows calculates time and dates. When you get everything set, that will go away.

You can subscribe and have Freescan connect with the radioreference servers.

OR you can just copy and paste blocks of data from radioreference and use EZ-Grab to import them into FreeScan, and no subscription is necessary.

Subscribing makes things easier, and it supports the ongoing efforts of Radio Reference to provide the information. The yearly membership is really pretty cheap. I have an HP-1 and can update without having the membership, but I choose to maintain the membership anyway.

The annual membership fees to Radio Reference.com are trivial compared to the wealth of information one can gather reading through these forums.
