Does anyone know what Safety600 and Safety610 are on pulse point. I know the regular safety officer is Safety1. What are these extra units, and what do they do when they are not on calls, since they seem to rarely go to calls

It does seem like that. You always see fleet management , communications and other units showing up on calls

These admin people are firefighters right

I'm curious, does HCFD use VRS? If so, are they mounted in command vehicles or communications vehicles? I know the county bought sort of portable comms equipment, not sure exactly what it will be used for.

They don't have any actual VRS or DVRS setups like DCFD does. They do have a few other solutions though for various levels of incidents where comms are really nasty in a particular area (edges of the county, basements)
