MECA is not only using there tower sites but IPL as well the contracted with IPL a few years ago to share tower sites for better coverage Oh by the way MECA has been down several times now with failures during the added super bowl communications it has been all over the news. So you may been trying to listen when they where down.

OK, to continue with the question then, can you hear the control channels clearly? Does it sound distorted or does the signal drop out at all? Squelch turned down means the signal is weak. As suggested a beam antenna may help if oriented correctly, but not necessarily pointed at the tower, or tower closest to your listening location.
