A couple of things:

1. When is the last time the frequency database was updated? Could the other city you want to hear have changed frequencies?

2. Are you using the stock antenna? The stock antenna is known to be pretty weak, and an external antenna with greatly improve the scanner's performance.

Is it scanning their frequencies and just not receiving them or is it not scanning them at all?

Are these channels in the RR database? If you don't see them in the scanner you can try to program them into a Favorites List.

Make sure Service Types are selected and the channels/systems are not avoided.

It is unlikely that the HP-1 can not receive the signals if the other scanner is. It is probably program or setting related.

Mine does the samething won't hardly pickup anything but very close range and if you turn on the ATTN button can't even pickup close range I hope there is a way to fix that.

Using a diamond discone D-130NJ antenna with LMR-400UF coax, mounted 30 feet up, all my other scanners pick up towns 10 times further on that same antenna.

Worst performing scanner I have ever owned bar none.

Perhaps a defective unit? I've owned receivers and scanners for over 50 years, and while I would not rate the HP-1 as particularly "stunning" in its receive capability, I wouldn't say it was the worst I have ever owned--- if anything, I would call it fairly typical of wide band receivers, with an edge given to it for its touch screen and ease of operation.

I have one on a 668, HP2, and 536. I find the antenna adequate for the VHF in my area, which is EMS, and some FD. I can pull VHF mobile and base transmissions from up to 10 miles away. Good enough for my use.

Fair enough. I have several. They are outstanding on 800 MHz, pretty good on UHF, worse than the stock antenna on VHF, and forget about Low Band.

Of course location matters, too.

I will stick with what I said about mine being absolutely the worst scanner that I have ever owned...

My BCD996P2 Scanner's however at least for me and my area are much better and I absolutely love them.

Those work poorly on all bands, but will pick up local systems. I use something similar on my 436, as I'm usually interested in the activity where I am at the time.

Make sure all the Service Types are enabled and the range is high enough.
