Received a HP2 from a FF in Nevada a while back, and really wasn't using it too much. Had it programmed with multiple favorite lists, and have kinda had it on in the background to listen for traffic on some fed & mil sites... never heard anything but figured it was just bcs I didn't have a very good antenna to the radio.
My primary scanner died so I changed things up to use the HP2 for my local stuff, and connected to the primary antenna (an old, many times repaired scantenna). - nothing from Philly (3nm from my QTH), and occasionally some traffic on Troop A, as well as from Lindenwald (P25/Ph2, again about 3-3.5 nm away). Have kept the software and data updated, can get the usual wx on 162.475 (my AOR One gets wx on multiple frequencies regionally on the same antenna). All settings appropriate, range set to max. Do I have a dud radio?
Any suggestions or thoughts would be appreciated?

Have a read about simulcast distortion. I have first hand experience on monitoring the systems you mentioned and can definitely tell you it's an issue. Sell that HP-2 and pick up an SDS100 or SDS200. Night and day difference on simulcast systems! Also note all law enforcement in Camden & most surrounding counties (except Philly) is fully encrypted so that will cut down radio traffic somewhat as well
