What I'm saying is that the zip contains only a shortcut to the file (apparently on your local hard drive at "C:\Users\Bob\Downloads\Desktop\(13) MTA Trains.hpe"; the zip does not contain the file itself, so we can't see/use the contents of the file (because we don't have access to your local hard drive). The clue when this happens is that the filename in the archive ends in ".lnk" (i.e. link) (though I did look at the hex dump of the file to confirm). You need to zip the file itself, not a shortcut to it, in order for it to be useful to others.
