    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Hello there, recently I was gifted a HT1250 radio to replace my old radio. I'm trying to set it up for my department and I had a question about programming it.

I purchased the CPS software for the insane price and got it mostly programmed, however I can't find where to program a repeater Tone, the repeater for our area is on tone 5, however there is no tone 5 option that I can find, any help would be great!

You need to find out what Tone 5 translates into, as there is no standard for "Tone 5", that sounds like a local thing. Is this for a fire agency, or something else?
It's likely a CTCSS tone (PL tone in Motorola programming software), or it could be a DCS code (DPL in Motorola…)

Find whoever runs your radio system and ask them. Adding a radio to someone else's radio system (even if you are an employee) does require permission from the licensee, per FCC rules.
