Warren County is staying on VHF. They just started the process of narrow banding and will be moving fire to VHF as well.

Hunterdon County needs 8 tower sites to make their new layout work as planned - they currently only have 4 sites, and the ONLY one that supports the new UHF propagation 'as-is' is the one at Mt. Kipp. Hunterdon's system is going to take many years to finish (my friend on the inside jokes that he will be 'under the green' before they finish it).
