This will be my first 4th of July with the 436hp or for that matter having a scanner In general. I've noticed before that hbpd has the chp help out with traffic control due to the parade and what not but will any of that be in the "clear" non encryption?

Last year they used Orange-4, so no, probably nothing in the clear. I would still make sure you are listening to all the interop channels. You never know what may come up.
