i am haveing trouble monitoring inner city police

the police in muskegon hights MI are what i enjoy monitering but all of a sudden only fie and ems
i updated the home patrol and the database stil no police activity theres nothing wrong w/the scanner
it can get police from suburban areas just none in the city anymore
im a newbi and would appriceate any help
