go here Lakeland City Services (Project 25) System Trunking System, Lakeland, Florida - Scanner Frequencies on that model just enter the lakeland zip code its p25 phase 1 so there shouldnt be an issue picking it up

According to the database, Police are encrypted so you won't be able to monitor them.

just checked the database under mode its "T" for tdma not "E" for encrypted.
