Fine. The location of the system is irrelevant. Unauthorized decryption by non-recipients is prohibited by every government on the planet.

Most of the Radiocommunication Act wants to deal with decryption of subscription programming (satellite tv, etc) but I'm willing to bet radio comms would be illegal too.
