Logan,

Welcome to the group here at radioreference.com! :)

1. You cannot scan frequencies without a scanner.

2. Please do not type internet messages using all caps.

Logan,

What area are you in? I know that for Southern California you can go nuts listening to about a dozen scanners, including a digital one programmed for the LAPD for free. Go to http://www.freqofnature.com/teamspeak/index.html for more details.

There isn't a way to program your PC to receive frequencies on it's own without a scanner - your PC just doesn't have the circuitry to do it. If you get a WinRadio card for it, then you will in essence turn your PC into a scanner, which might be what you are looking for. Here's a sample of what they offer: http://www.winradio.com/home/3700i.htm These range around $350+ to buy. Check out the site to see what else they have.

Also remember that with a WinRadio type of card, you will still need an antenna connected.

10,000 frequencies and if each frequency has a 10 second transmission each hour it would what take about a whole day to go through the list once. It sounds like you need a spectrum analyzer more than a scanner. I have about a dozen scanners going and if I can listen on 200 frequencies it is a quite time for the agencies.
