You probably should request that your thread be moved down to the California forum. You'll be more likely to get a response from someone in the area down there than you would here in Uniden Tech Support.
However, I would caution you that much of the radio traffic appears to be on this system:

That is a digital system, which your BCT15X cannot handle. I do see that some of the trunk system activity appears to be rebroadcast on selected conventional (and analog) channels, which your scanner can receive, but someone in your area will be better able to advise on that.

The BC 15X will no longer work for San Bernardino County. They went digital about two years ago.
